Challenge '88

Report on changes resulting from the Ministerial Task Force on Program Review (Nielsen Task Force) which identifed major needs as the refinement of existing policy, practices, and organization for managing federal real property and the need for rigorous divestiture of certain federal properties and related programs. This report presents a short background to the review; organization changes, including the establishment of the Bureau of Real Property Management and advisory committees, the establishment of custody assignment, refining the role of Public Works Canada, the Capital Commission, and the Fire Commissioner of Canada; policy changes in accomodation management, accessibility for handicapped persons, and real property legislation; management of the various departments; and accountability.
